What did Florida’s 2025 roofing law (HB 715) change for homeowners?
What changed with HB715?
In May 2025 the governor signed HB 715/SB 1076, expanding the scope of work permitted for licensed roofers. Contractors can now evaluate and enhance roof‑to‑wall connections on wood‑decked roofs when performing a roof replacement or repair. The same law improves consumer protections: if you sign a roof contract within 180 days of a declared state of emergency, you have 10 days (or until work begins) to cancel and the contract must include a bold notice advising you to confirm insurance coverage and reimbursement of the proposed work before signing the contract. The law took effect immediately upon approval on May 19 2025.
What changed with SB 1076?
Paired with HB 715, SB 1076 updated the statutes that governed roof contracting. The key modifications were a definition change that amends §489.105(3)(e) to enlarge the definition of a “roofing contractor.” Prior to the change, roofers were allowed to install, maintain or repair roofs and related components. The bill adds evaluation and enhancement of roof-to-wall connections for structures with wood roof decking. Roofers can perform this work only when it’s done in conjunction with a roof replacement or repair and any enhancement must meet the building-code or mitigation-verification standards.
